HOUSING AUTHORITY OF THE CITY OF NEW BERN REQUEST FOR
FEE ACCOUNTING SERVICES
The Housing Authority of the City of New Bern also known as New Bern Housing Authority (NBHA) is issuing a Request for Qualifications ("RFQ") for the services of a Fee Accountant for its Federally Subsidized Public Housing Program (which includes a capital fund) and Section 8 New Construction Program (New Bern Towers). Other funds maintained by the housing authority that also are reported to HUD include:
ROSS grant for the public housing program,
a local business activity fund known as Community Housing Initiative (CHI), with the remaining balances from a RAD conversion, and
a blended component unit with two organizations affiliated with the housing authority - Better Vision Housing Corporation (BVHC) and Transformation Venture Capital (TVC), a non-profit corporation. Both organizations are used for development activities.
NBHA uses a central office cost center (COCC) for internal bookkeeping purposes, however, all COCC balances are closed at the end of the fiscal year in December, so no COCC is reported on the financial data schedule to HUD. NBHA is considered a small housing authority with less than 250 public housing units under the HUD financial management model currently in use.
Experience with Housing Authorities and US Department of Housing and Urban Development (HUD) requirements and regulations are required.
