Scope of Work

SCOPE OF WORK

NBHA is seeking qualified Consultants to design complete solutions for Video and Security Surveillance for the NBHA. The specific scope shall include, but not be limited to:

• Replacing existing network links for the DVRs.
• Upgrading DVR Systems
• Mapping out all locations of existing, as well as new cameras.
• Repairing or replacing non-functional cameras and/or housings
• Develop a Scope of Work to enhance or broaden existing surveillance coverage.
• Determine appropriate lighting needs for the upgraded camera system.
• Document and outline need assessment for bidding purposes.
• All Services are for the New Bern Towers located at 1125 Walt Bellamy Drive.

DURATION OF WORK

The job will be initially awarded to the most qualified Consultant. This job will be expected to be turned over in one month. The Consultant will be awarded an Indefinite Quantity Contract (IDC) for 2 years with an optional one-year extension, granted at the discretion of the NBHA.

INFORMATION TO BE SUBMITTED WITH THE PROPOSAL

NBHA reserves the right to request additional information, if necessary, to complete the evaluation and selection process.  The Statement of Qualifications must present the consultant's experience and qualifications to undertake the assessment and review of the services specified above and should address, in order, the issues described in each of the sections below and should identify each section to facilitate quick reference.  Respondents may incorporate additional information relating to each of the sections outlined below to respond to the evaluation criteria.  Respondents choosing to provide additional materials, e.g., Consultant brochures, profiles, etc, should include them in a separate section of the proposal.

1)  Letter of Interest

1. The letter of interest should briefly summarize the consultant's qualifications and experience for the proposed work.

2)  General Qualifications and Experience

1. Provide a brief description of the Consultant's qualifications and capacity to undertake this work.
2. List major work for other clients undertaken in the last five years that is similar to the services described above and qualifies the Consultant to provide these services for NBHA.
3. Provide references (contact information) or letters of recommendation from at least three recent (within two years) clients.
4. A signed HUD Form #5369-C and Section 3 Certification Form
